That phrase introduces the utterance of the 10 commandments to the Israelites by YHWH God, not by an Angel or Messenger, even though etymologically anyone who delivers a message is a messenger but not necessarily an Angel. YHWH God spoke with Moses, His Angels delivered messages to others, Prophets also delivered messages to the Israelites but they are not all Angels,

This is the one who was in the congregation in the wilderness with the angel who spoke to him at Mount Sinai, and who with our fathers received living oracles to give to us,  (Acts 7:38 LEB)
